The 2023 Notice, valid for the presentation of projects for the year 2024, has the objective of encouraging companies to carry out actions for the documented improvement of the health and safety conditions of workers compared to pre-existing conditions, as well as encouraging micro and small businesses, operating in the primary production sector of agricultural products, to purchase new machinery and work equipment characterized by
innovative solutions to significantly reduce polluting emissions, improve global performance and sustainability and, concomitantly
, achieve the reduction of the noise level or the risk of accidents or that resulting from carrying out manual operations.

Eligible Subjects

The initiative is aimed at:

  • to businesses, including individual ones, located in each regional/provincial territory and registered with the Chamber of Commerce, Industry, Crafts and Agriculture (CCIAA), according to the distinctions specified below in relation to the different funding axes.
    In particular, as a systemic intervention for workplace safety, Axis 1.2 makes it possible to support investments for the adoption of organizational and social responsibility models also for companies involved in courses for transversal skills and orientation (ex alternation school work);
  • to third sector bodies, referred to in Legislative Decree no. 117/2017, as amended by legislative decree no. 105/2018, can access Axis 1.1 limited to type d) intervention for reducing the risk of manual movement of people.

What it finances

The following types of projects can be financed, included, for the part relating to the appropriations, in 5 financing axes:

  • Projects for the reduction of technopathic risks (referred to in Annex 1.1) – Financing axis 1;
  • Projects for the adoption of organizational and social responsibility models (referred to in Annex 1.2) – Funding Axis 1;
  • Projects for the reduction of accident risks (referred to in Annex 2) – Financing axis 2;
  • Remediation projects from materials containing asbestos (referred to in Annex 3) – Financing axis 3;
  • Projects for micro and small businesses operating in specific sectors of activity (referred to in Annex 4) – Financing axis 4;
  • Projects for micro and small businesses operating in the primary production of agricultural products sector (referred to in Annex 5) – Financing axis 5.

Facilitation

Non-repayable financing is granted:

  • for Axes 1 (1.1 and 1.2), 2, 3, 4 in the amount of 65% of the amount of expenses deemed eligible
  • for Axis 5 (5.1 and 5.2) in the amount: o 65% for the recipients of sub Axis 5.1 (general agricultural businesses); o 80% for recipients of sub Axis 5.2 (young farmers).

The loan is calculated on the expenses incurred net of VAT (actually and definitively incurred by the recipient, it is refundable only if it cannot
be recovered in any way, in compliance with the relevant national legislation).
The amount of the loan is between a minimum amount of 5,000.00 euros and a maximum payable amount of 130,000.00 euros.
There is no minimum financing limit for companies that have fewer than 50 employees that present projects for the adoption of organizational and social responsibility models referred to in Annex 1.2.

Mandatory requirements

  • for the recipients of the funding referred to in Axes 1.1, 2, 3, 4: not having obtained, following the administrative and technical verification of the
    documentation confirming the online application, the provision granting the funding for one of the ISI AGRICULTURE NOTICES 2019/2020 and ISI 2020, 2021, 2022;
  • REGULAR DURC
  • the financing is granted in compliance with the conditions and limitations of the community legislation relating to the application of articles 107 and 108 of the Treaty on the Functioning of the European Union to DE MINIMIS AID
  • Have at least one employee

The expenses eligible for financing must refer to projects that have not been completed and are not in progress at the closing date of the IT procedure for completing the application.

Investments by Axis
AXIS 1.1: INVESTMENT PROJECTS FOR THE REDUCTION OF TECHNOPATHIC RISKS:

CHEMICAL RISK : through the purchase and installation of:

  • extraction and collection systems for gases, fumes, mists, vapors or dust
  • extraction hoods
  • painting/spraying/sanding booths
  • operator isolation systems (glove boxes, chemical agent loading systems, etc.)
  • other machines and/or systems.

NOISE RISK : through the replacement of agricultural or forestry tractors and machinery.
RISK OF MECHANICAL VIBRATIONS : by replacing machines
compliant with the respective reference product directives. Types of machines:

1. demolition hammers
2. perforators
3. electric, hydraulic, pneumatic pickaxes
4. saws and chainsaws
5. brushcutters, lawnmowers
6. rotary cultivators
7. nailers
8. vibro-cement compactors
9. shapers, orbital sanders and grinders
10. pellet cutters
11. riveting machines
12. percussion drills and impact wrenches
13. machines with operator on board

MANUAL HANDLING OF PATIENTS IN HOSPITAL FACILITIES:

  •  the modification of the wall structures aimed at expanding the maneuvering spaces of the departments
  • the purchase of the following medical devices and related accessories that allow the patient to be moved more easily, reducing mechanical stress on the operator's spine:
  • high-sliding sheets
  • scroll tables
  • boards in rigid material
  • ergonomic belts
  • prams
  • rotating discs
  • specific aids for the obese
  • equipment suitable for lifting patients (lifters for non-cooperative patients)
  • replacement of hospital beds

RISK REDUCTION MANUAL HANDLING OF LOADS:
projects to reduce or eliminate the risk linked to the manual handling operations of load units with a mass equal to or greater than 3 kg, to be carried out through the purchase of the following types of machines:

  • automatic feeding and unloading systems
  • robot
  • automatic palletizers and depalletizers

EMERGENCY RISK REDUCTION IN THE FISHERIES SECTOR:
risk reduction projects through the purchase of:

  • line throwing devices
  • automatic emergency locating transmitters in case the unit tips over
  • radio direction finders
  • self-inflating life jackets with integrated emergency locator transmitters (PLBs) equipped with strobe lights and harnesses
  • for winching
  • Dry suits for survival and work, aimed at thermal protection, in trilaminate with Kevlar reinforcements
  • semi-automatic external defibrillator (AED)
  • communication systems integrated into individual helmets with waterproof earphones and microphones
  • man overboard recovery ladders
  • life rafts

RISK REDUCTION FROM MANUAL HANDLING OF LOADS IN THE FISHING SECTOR risk reduction projects through the purchase and installation of:

  • transport and/or power systems
  • lifting platforms
  • machines and belts for screening and transporting the catch
  • devices for the automatic movement of coupling of divergent with boarding
  • devices for the automatic movement of fishing rods/poles
  • ice making machines

AXIS 1.2: ORGANIZATIONAL AND SOCIAL RESPONSIBILITY MODELS

  • Adoption of a UNI ISO 45001:2018 certified workplace health and safety management system
  • Adoption of a sector workplace health and safety management system envisaged by INAIL-Social Party agreements
  • Adoption of an organizational and management model pursuant to art. 30 of
    sworn Legislative Decree 81/2008

AXIS 2: PROJECTS FOR THE REDUCTION OF ACCIDENT RISKS:

RISK OF FALLING FROM A HEIGHT : through the purchase and permanent installation
of the following types of anchors:

  •  punctual
  • flexible linear
  • rigid linear

ACCIDENT RISK: THROUGH THE REPLACEMENT OF AGRICULTURAL OR FORESTRY TRACTORS AND OBSOLETE OR NON-OBSOLETE MACHINES.
In the field of earthmoving machinery, only compact ones are eligible for financing.

RISK OF ACCIDENT: THROUGH THE REPLACEMENT OF NON-OBSOLETE MACHINES.

CONFINED ENVIRONMENTS RISK: projects to reduce the risk of intoxication, asphyxiation, explosion through the purchase of:

  •  environmental monitoring systems
  • automated systems and robots for carrying out work in confined and/or suspected polluted environments, including welding operations and cleaning and purification activities
  •  devices, systems and drones for access and inspections in confined and/or suspected pollution environments
  •  devices and systems for the recovery of workers operating in such environments

AXIS 3: REMEDIATION OF MATERIALS CONTAINING ASBESTOS

  • Removal of asbestos-cement roofs and their reconstruction
  • Removal of asbestos-cement roofing and false ceilings and re-roofing

NB: the overall limit value of the project costs for the reclamation and renovation of the roof is equal to €60 per m2.
The overall limit value of the project costs for the reclamation of the false ceiling is equal to €20 per m2.

AXIS 4: PROJECTS FOR MICRO AND SMALL ENTERPRISES OPERATING IN SPECIFIC SECTORS

ACCIDENT RISK REDUCTION PROJECTS THROUGH THE REPLACEMENT OF MACHINES : for the purposes of this type of intervention, projects for the replacement of machines placed on the market prior to the specific legislative and regulatory provisions transposing Directive 2006/42/EC can be financed.

Self-propelled machines with an operator on board cannot be financed.

By “accident risk” we mean the risks:

  • of cutting and/or shearing, crushing, impact or projection of material due to the processing parts of the machines
  • of burns from contact with hot parts of the machines or with solids, liquids or gases/vapours deriving from processing
  • of frostbite burns
  • electric

REDUCTION OF THE RISK OF INJURY THROUGH THE REPLACEMENT OF ELECTRICAL EQUIPMENT : For the purposes of this type of intervention, projects for the replacement of electrical equipment placed on the market prior to the specific legislative and regulatory provisions transposing Directive 2014/35/EC can be financed.

By “accident risk” we mean the risks:

  • of cutting and/or shearing, crushing, impact or projection of material due to the processing parts of the machines
  • of burns from contact with hot parts of electrical appliances or with solids, liquids or gases/vapours resulting from processing
  • of frostbite burns
  • electric

AXIS 5: PROJECTS FOR MICRO AND SMALL ENTERPRISES OPERATING IN THE SECTOR OF PRIMARY AGRICULTURAL PRODUCTION OF
