What is it? Facilitated guarantees for small and medium-sized businesses and professionals using public guarantee funds managed by Confidi. The resources are assigned to the latter against the implementation, alternatively, of the following activities: – merger by union and aggregation operations, or merger by incorporation, – digitalisation projects, which involve the implementation of technological innovation projects applied to financial services, – management efficiency and process improvement projects in the context of rating systems, quality certification and the development of distribution networks. The resources are assigned upon submission of applications submitted by the consortia. Management of resources: with the resources assigned, the consortiums create specific and distinct risk funds to be used to grant new subsidized guarantees to small and medium-sized enterprises and professionals under the conditions and terms established by the decree of 7 April 2021. The granting of guarantees ends with the exhaustion of the resources themselves and in any case no later than 31 December of the fifteenth year following the assignment. The decree of the Director General for business incentives of 23 August 2022 defines the methods and terms for submitting applications for access to the contribution and provides clarifications for the implementation of the intervention envisaged by the decree of the Minister of Economic Development, in agreement with the Minister of Economy and Finance 7 April 2021. With notice dated 22 November 2022, following the exhaustion of available resources, the closure of the office for the submission of requests for admission to the public contribution of pursuant to the decree of the Minister of Economic Development, in agreement with the Minister of Economy and Finance of 7 April 2021. 

Who is it aimed at?

The beneficiaries of the intervention are SMEs and professionals who operate throughout the national territory and in all economic sectors. To access public guarantees, SMEs must: – be registered in the business register, - be classified as small and medium sized according to the criteria indicated in the decree of the Minister of Productive Activities, – not present the characteristics of a company in difficulty, – be in full and free exercise of one's rights and not being in a state of dissolution or liquidation, - not being in default on the global risk position drawn up by the Central Credit Register of the Bank of Italy. Professionals must be registered with professional orders, or join professional associations registered in the list managed by the Ministry.

What does it predict

The benefit for the beneficiaries is represented by the difference between the market price of a guarantee similar to that provided by the consortiums, and the guarantee premium actually paid to the consortia for access to the guarantee. The benefits in the form of a guarantee are granted within the limits of the provisions of the de minimis regulations in force. To determine the intensity of the aid, the "national method for calculating the aid element in guarantees in favor of small and medium-sized enterprises" is applied.
