The Rome Technopole Program (ECS00000036) financed by the European Union – Next Generation EU on PNRR MUR funds – M4C2 – Investment 1.5. "Innovation Ecosystems" notice promotes a scheme based on cascade funding to support SMEs, start-ups and other entities interested in the themes of the "Rome Technopole" program and the topics covered by the Spokes and also involves ecosystem actors. In particular, the Rome Technopole ecosystem envisages the implementation of a cascade call for Spoke 2 to support the launch phase of start-ups and spin-offs, support patenting, promote targeted product/process innovation initiatives and encourage participation in competitive European tenders. 

Who is it aimed at?

The initiative is aimed at Micro, Small and Medium Enterprises (MSMEs) which at the time of submitting the application are registered in the Business Register no earlier than 1 July 2023, must be active in the Lazio region or in the Southern Italy area (Abruzzo, Molise, Campania, Puglia, Basilicata, Calabria, Sicily and Sardinia) and which operate in the three thematic areas of the Rome Technopole project, namely energy transition, digital transition, biopharma and health. 

What does it predict

The call intends to support investment plans presented by Micro, Small and Medium Enterprises (MSMEs), with the following eligible expenses: a) Purchase of management, professional and other business applications, user licenses and cloud and saas software services and similar, patents and usage rights on intellectual property, to a maximum extent of 30% of the total expenditure of the investment plan; b) fees for services and consultancy relating to business start-up, in the following areas:- 1. logistics; – 2.production; – 3. Business organization and management; – 4. contracts; – 5. accounting and taxation; – 6. quality certification; – 7. environmental certifications.c) specialist consultancy related to the registration and development of trademarks and patents;d) specialist consultancy for the presentation of project proposals in European and national competitive tenders;e) specialist consultancy for the design and creation of prototypes/proofs of concept of which the supplier is already identified at the proposal submission stage or external contractual research costs entrusted to a Research Organization (Od R) already identified at the proposal submission stage; f) development of a communication plan (identity design visual, website design and creation, domain registration, business launch plan design) and communication and promotion tools (e.g. advertising messages on radio, TV, billboards, social networks, banners on third-party sites, Google Ads, expenses for advertising materials, etc); g) administrative costs, to cover only the costs of external auditors/reviewers conducted by independent and specialized personnel, registered in the register of legal auditors which certifies the expenses incurred and the reports, in compliance with community regulations and of the audit procedures in place, through a technical report together with a certificate issued in sworn form and with an explicit declaration of responsibility. The overall cost of the investment plan must be between Euro 40,000.00 and Euro 100,000.00. The duration of implementation of the investment plan, within which the payments must be fully and definitively made directly by the beneficiaries, cannot exceed 4 (four) months starting from the date of publication of the provision for admission to the financing and subsequent signing of the Contract of Obligation.
