Things

The FSC Sicily announcement represents a strategic measure of the Sicilian Region for the relaunch of the tourism sector, with a total financial endowment of 135 million euros to be worth the development and cohesion 2021-2027. The initiative is aimed at encouraging production investments in the tourism sector to improve the qualitative level of the accommodation offer, stimulating the hotel and extraalberghier sector towards a total improvement of receptive standards, with particular attention to environmental compatibility, sustainability and digitization.

The announcement is part of the three-year Tourist Development Program 2024-2026 of the Sicilian Region and aims to enhance the tourist offer, raising the quality standards, expansion and improvement of services for the overflowing, and reuse of dismissed real estate with historical-cultural value.

Who is it aimed at?

Companies of all sizes can benefit from the facilities , including inactive ones, in possession of the following ATECO 2025 codes:

IMPORTANT : Glamping accommodation are explicitly excluded from the announcement.

Fundamental requirements

  • Be regularly constituted and registered in the business register

  • Possess the classification requirements provided for by the LR n. 6/2025

  • Have local unit in Sicily or commit to constituting it to the first payment

  • Be in compliance with building, urban planning, work and environmental legislation

  • Be in compliance with insurance obligations (catastrophic policy - law 213/2023)

  • Possess banking documentation certifying the financial coverage capacity

1. When does it open and close the announcement?

The announcement is open from 12:00 on July 15, 2025 to 17:00 on October 15, 2025 . Applications must be submitted exclusively through the IRFIS IT platform (HTTPSCENTTIVISICIGI.IRFIS.it).

2. What are the minimum and maximum amounts of the contribution?
  • Minimum amount: €50.000
  • Maximum amount: € 3,500,000 (Gber regime) or € 300,000 (de minimis regime)
  • Total equipment: 135 million euros
3. Which atheco codes can participate?

Companies can participate with the following prevailing ATECO 2025 codes :

  • 55.10.00: Hotels and the like accommodation services
  • 55.20.10: Hostels
  • 55.20.20: mountain huts and huts
  • 55.20.41: Bed and Breakfast
  • 55.20.42: accommodation services in rooms, houses and apartments for holidays
  • 55.30.01: campsites
  • 55.30.02: tourist villages ( excluding glamping housing )
  • 55.30.03: areas equipped for recreational vehicles
4. What is the difference between de minimis regime and exemption regime?

Regime de minimis: maximum intensity 80%, maximum contribution € 300,000, more slender procedures.

GBER regime: intensity from 40% to 60% (according to the company size), a maximum contribution € 3,500,000, requires ordinary accounting.

5. How long do I have to make the investment?

The investment must be completed within 24 months of the concession, with the possibility of extension of 6 months. The deadline is September 30, 2028 .

6. Can I use properties not my property?

Yes, as long as you have a title of availability with a residual duration of not less than 8 years from the date of submission of the application (lease, loan, surface rights, etc.).

7. What are the new mandatory technical requirements?
  • Compulsory pec equipment
  • 1im class fireproof mattresses with internal ministry certificate
  • Minimum televisions 32 inches in each housing unit
  • Compulsory defibrillator in all structures
  • Air conditioning systems (except for exceptions for Montane locality over 1000 meters)
8. How are the scores calculated?

The evaluation is based on 6 criteria for a total of 100 points :

  • A. employment impact (6 points)
  • B. Operating investment (20 points)
  • C. expected economic results (20 points)
  • D. design quality (21 points)
  • E. Environmental sustainability (17 points)
  • F. Location (10 points)
9. Which areas give additional scores for localization?

Maximum score (10 points) for interventions that fall simultaneously in:

  • Rural areas (density <150 inhabitants/sq km)
  • Tourist marginal areas (Report beds/surface <8.48)
  • Sicilian minor islands
10. What expenses are admissible?
  • Specialist consultancy (max 2%)
  • Design and works management (max 4%)
  • Purchase soil, buildings, renovations (max 70%)
  • Computer programs (max 20%)
  • Machinery, plants, furnishings, equipment
11. Can I request an anticipation?

Yes, it is possible to request an anticipation of up to 30% of the contribution granted , upon presentation of the insurance policy or bank guarantee of the same amount.

12. Which technical documents should I present?

Two technical relationships are required :

  • Economic-financial report (as an accountant/auditor): ULA calculation, investment/fixed assets, economic indices
  • Technical-building report (from architect/engineer/surveyor): property type, estimates, energy efficiency, location
13. Why is it important to rely on a multidisciplinary team as Mad Management Advisor ?
