Announcement “Development of Commercial Districts 2022-2024”. Commercial Districts for the urban territorial economic reconstruction of the Lombardy Region referred to in Decrees no. XI/6182 of 28 March 2022, n. 4971 of 12/04/2022 and n. 17508 of 11/30/2022. The tender as part of the territorial strategy aimed at improving the attractiveness and competitiveness of the territory, promoting sustainable development, developing, innovating and consolidating common and district services for businesses, users and visitors and combating phenomena of commercial desertification in the areas ultra-peripheral urban areas of the upper Valle Camonica, has as its general objectives: • qualifying and promoting the tourist and commercial attractiveness, as well as the quality craftsmanship of the upper Valle Camonica area; • promoting and supporting socio-economic development or encouraging and supporting local entrepreneurship and employment with particular reference to the tourism sector and tourist accommodation activities; • encourage an increase in the employment level of the resident population. The tender has specific and priority objectives of encouraging the: • creation of new services for the cycle tourism and bike segment and active and green tourism, well-being and families, wellness and fitness in the mountain areas; • qualification and adaptation of local activities in the cycle tourism and bike segment and in active and green tourism, wellness and family tourism, wellness and fitness in the mountain areas; • technological and digital innovation of local activities or encouraging the processes of innovation and development of a digital culture.
Who is it aimed at?
Companies that satisfy the following requirements are eligible: • be MSMEs pursuant to Annex 1 of EU Regulation no. 651/2014; • be registered in the Company Register and be active; • have a local unit, or commit to opening, within the deadline for the conclusion of the tender, a local unit, which is located within the territorial scope of the Commerce District in the Municipalities of Incudine, Monno, Ponte di Legno, Temù , Vezza d'Oglio and Vione and which: • has a shop window on the street or is located on the ground floor of buildings or inside courtyards with the exception of businesses located in ultra-peripheral urban areas or close to extra-urban tourist itineraries and routes; • has premises directly accessible to the public, where the following activities are carried out: • retail sale of goods and/or services; • administration of food and drinks; • provision of personal services; • do not fall within the exclusion field referred to in the art. 1 of EU Reg. n. 1407/2013 “De minimis”; • not have any of the subjects referred to in the art. 85 of Legislative Decree 6 September 2011 n. 159 (so-called Code of anti-mafia laws) for which there are causes of prohibition, forfeiture, suspension pursuant to art. 67 of the aforementioned Legislative Decree. • Aspiring entrepreneurs who satisfy the following requirements are also eligible: • have no causes of prohibition, forfeiture or suspension as per art. 67 of Legislative Decree 6 September 2011 n. 159 (so-called Code of anti-mafia laws); • start, according to the times set out in the individual notices and in any case before the disbursement of the subsidy by the Municipality, an economic activity that meets the requirements set out above.
What does it predict
In general, investment projects are eligible which may include the following types of interventions: • redevelopment and modernisation, with a view to innovation and sustainability, of already existing activities; • start-up of new activities or opening of new local units, or takeover of a new owner at an existing business; • access, connection and integration of the company with common infrastructures and services offered by the District or participation in the creation of such common infrastructures and services; The interventions must: • be carried out at a local unit located within the District area and in possession of the above requirements; • involve an eligible activity (retail sale of goods and/or services, provision of food and drinks, provision of personal services). The types of eligible interventions are primarily aimed at the development of the cycle tourism and active and sports tourism segment and at the technological and digital innovation of local activities, and are the following:1. Purchase of new bicycles also with pedal assistance for hospitality and rental activities; 2. Creation of shelters and/or workshops for bicycles and assistance points for cycle tourists;3. installation of shelter, parking and rest areas, stalls and bike racks and related surveillance devices near tourist attractions;4. Expenses to incentivize investments by commercial, craft and tourist businesses aimed at maintaining the commercial offer (machinery, systems, equipment, fittings for sales points) for example:• Purchase of new machinery, systems, equipment, fittings for sales points;• purchase of hardware and software; • small building, masonry and plant engineering works.5. Structural or hygienic-sanitary restoration interventions (outside of adaptation to mere legal obligations) of vacant premises to be used for new commercial, productive and service activities;6. Improvement of services to customers or citizens (installation of free wi-fi systems and interactive shop windows);7. Creation and redevelopment of equipped, recreational and sporting areas for leisure and families and setting up fitness trails and playgrounds relating to economic activities8. Systems and equipment for ventilation, protection of workers and consumers and for cleaning and sanitizing premises and goods; 9. Creation of services and installations for wellness (small spas) and for indoor and outdoor fitness; 10. Creation of websites and ICT services for the promotion and use of tourism (GPS etc..). Expenses made starting from 03/28/2022 and to be concluded or invoiced and fully receipted no later than 06/30/2023 are eligible. The companies' projects may include both capital expenditure and current expenditure, of which the current portion is up to a maximum of 20% of the total eligible expenditure and in any case the aid cannot exceed 50% of the total eligible expenditure (in capital account and current account) and in any case not exceeding the amount of capital expenditure. By way of example and in general, the following may be admitted: • capital expenditure: • building works; • systems; • temporary furnishings and structures; • machinery, equipment and appliances; • vehicles for commercial use; • creation, purchase or acquisition via multi-year license of software, IT platforms, smartphone applications, websites etc.; • current expenses: • consultancy, studies and analyses; • annual fees for the use of software, IT platforms, smartphone applications, websites, etc.; • expenses for events and entertainment; • promotion, advertising communication. • training of the owner or workers; • rental of business premises
