The measure intends to promote circular economy actions by Lombardy SMEs to achieve the reduction and better management of waste from the plastics and textile supply chains in line with the indications of the current Regional Waste Management Program and the developments of specific projects carried out as part of community programming on Circular Economy issues. Interventions associated with all phases of the life cycle of the plastic and textile supply chains are eligible (sourcing, design, production, distribution, use, collection, end of life): - valorisation of production residues as a material, also from a of industrial symbiosis and introduction of by-products into the production cycle; - actions for the reuse of end-of-life packaging, also thanks to the creation of returnable vacuum systems; - actions for the reuse of products or the extension of the life cycle; - modifications to the production lines in order to create products/packaging with less use of raw materials; - modifications to the production lines for the reduction or use of their own processing waste/scraps; - modifications to the production lines for the introduction of materials from “end of waste”; - changes to production lines following redesign of the product for the purpose of improving the end of its life (greater durability and recyclability) also through the use of alternative materials; - innovative projects, with transferability characteristics and scalability, relating to waste collections dedicated to homogeneous fractions for the purpose of optimizing preparation processes for reuse or recycling; - innovative projects, with transferability and scalability characteristics, relating to preparation processes for reuse or recycling of waste plastics, compostable bioplastic waste and textile waste.
Who is it aimed at?
Small and medium-sized enterprises can submit an application to participate in the measure, in single or aggregate form, as defined in Annex 1 of EU Regulation 651/2014 and subsequent amendments, which have the following requirements: - they are duly established, registered and active in the Company Register; - present projects individually or in combination; subjects who are not micro, small and medium-sized enterprises can also participate in the aggregation, but these subjects cannot in any way be beneficiaries of contributions and any expenses they may incur will not be considered eligible for the contribution, but will in any case be taken into consideration in project evaluation site; - carry out interventions within an operational headquarters located in Lombardy which is active upon submission of the application or activated no later than the request for disbursement of the balance. The relief is not granted: - to the excluded sectors referred to in the art. 1, par. 1 and 2 of Regulation (EU) 2023/2831;- for interventions falling within the exclusions provided for by Regulation (EU) 2021/1058;- to companies which, if resulting from a declaration pursuant to Presidential Decree 445/2000, are in a state of bankruptcy, liquidation (even voluntary), controlled administration, composition with creditors or in any other equivalent situation according to current state legislation.
What does it predict
The contribution is non-repayable and will be granted and paid up to 50% of the eligible expenses and up to a maximum amount of €300,000.00 for each individual SME in compliance with the "de minimis" regulation (Reg. (EU) no. 2831 /2023). The financing percentage may be increased to 60% in the case of particularly successful projects, which demonstrate that the expected results have been exceeded, by a minimum of 30%, through a year of effective ex-post measurement of the effects produced by the intervention financed in terms of: reduction of waste production, less use of raw materials, use of by-products or "end of waste" products to replace resources/raw materials, increase in waste recycled or sent for recycling. The relief is granted to projects presented, individually or in aggregate, with a total of eligible expenses, net of VAT, equal to at least €50,000 for the entire project. The application to participate in the tender must be submitted, under penalty of inadmissibility, by the applicant (or by the leader in the case of aggregations) compulsorily in electronic form, via the Notices and Services Information System available at the address: www.bandi.regione .lombardia.it starting from 7 May 2024, 9:00 am. It is possible to register on the platform even before the tender opens.
