With this public notice, the Umbria Region intends to implement Measure 12 Submeasure 12.2 – Compensatory payment for Natura 2000 forest areas – art. 30 of Reg. (EU) n. 1305/2013-of the Rural Development Program for Umbria 2014-2020 – Type 12.2.1 and Type 12.2.2. Submeasure 12.2 aims to compensate for the loss of income due to the constraints imposed on all forest holders by the Management Plans of Natura 2000 sites.
Who is it aimed at?
The beneficiaries of Type 12.2.1 are: private individuals who own forest areas and their associations. The beneficiaries of Type 12.2.2 are: holders of forest areas.
What does it predict
Intervention 12.2.1 aims to compensate for the loss of income due to the constraints imposed on all forest owners by the Management Plans of Natura 2000 sites which prohibit cutting in some forest habitats of community interest: a) forest areas covered within Natura 2000 sites designated under Directives 92/43/EEC and 2009/147/EC in the continental and Mediterranean biogeographical regions. Sub-measure 12.2 - Type of intervention 12.2.1 compensates for the loss of income deriving from the obligations linked to the maintenance of forest habitats located within the Natura 2000 network and recognized by the EC: 91E0*, 91FO, 91L0, 91M0, 91AA*, 9210*, 9260, 92A0, 9340, 9540. The compensation is underlying the conservation measures contained in the Management Plans imposed on forest habitats within the Natura 2000 network, these measures are linked to the protection and conservation of forest habitats and specifically refer to :- ban on cutting of some species;- ban on cutting in habitat 91L0;- ban on cutting in the direction of the slope within habitats 91L0, 9340;- ban on cutting of tall forests in habitats 9340, 91AA *;- ban on cutting in woodland formations adjacent to watercourses, identified in the land registry, to swamps and ponds for a 20 m band. Sub-measure 12.2 - Type of Intervention 12.2.2 compensates for the loss of income deriving from the obligations linked to the maintenance of forest habitats located within the Natura 2000 network and recognized by the EC: 91E0*, 91FO, 91L0, 91M0, 91AA*, 9210*, 9260, 92A0, 9340, 9540. The compensation is underlying the conservation measures, contained in the Management Plans, imposed on forest habitats within the Natura 2000 network. These measures are linked to the protection and conservation of forest habitats through the use of sustainable coppicing techniques in forest areas within Natura 2000 sites and in reference to the "Ban on the construction of new tracks for logging within forest habitats: 91EO*, 91L0, 91M0, 9260, 92A0, 9340 envisaged only in the sites: IT5220003, IT5220004, IT5220005, IT5220006, IT5220007, IT5220008, IT5220011, IT5220012, IT5220019, IT5220020, IT5220022, IT5220023.
