What you need to know

As part of the investments of the National Recovery and Resilience Plan, Investment 2.1

Attractiveness of the Villages provides for a total financing of 1,020 million euros.

The Investment is divided into two lines of intervention:

  • Line A dedicated to pilot projects for the cultural, social and economic regeneration of villages at risk of abandonment and abandoned with a financial allocation of 420 million euros
  • Line B dedicated to local projects for cultural and social regeneration with a total financial budget of 580 million euros.

Finally, the investment sees an amount of 20 million euros allocated to the "Roots Tourism" intervention whose implementing body is the Ministry of International Affairs and Cooperation. The support is intended for entrepreneurial projects aimed at relaunching local economies in the field of cultural, creative, tourist, commercial, agri-food and artisanal activities, enhancing local products, knowledge and techniques.

Beneficiary

Micro, small and medium-sized enterprises that present entrepreneurial initiatives in single or aggregate form, already established or intend to be established in the form of joint-stock companies or partnerships, including sole proprietorships and cooperative companies referred to in art. 'art. 2511 and following of the civil code, unrecognized associations, organizations with non-profit legal personality, as well as third sector bodies referred to in art. 4 of Legislative Decree no. 117/2017 ss.mm.ii., registered or in the process of registering for the "RUNTS";

  • Natural persons who intend to create an activity to be located in the historic municipalities/villages assigned resources for local cultural and social regeneration projects, with a commitment to establishing the company within 60 days;
  • Agricultural businesses for initiatives not attributable to the primary production sectors of agricultural products.

Facilitation
The proposed projects can have a maximum value of 150,000.00 euros and must be started after the submission of the application. The benefits are granted exclusively in the form of a non-repayable contribution and to a maximum extent of 90% of the eligible entrepreneurial initiative and, in any case, for a maximum contribution amount of 75,000.00 (seventy-five thousand/00) euros, pursuant to and in limits of the de minimis Regulation.

This percentage can be increased to 100%, always without prejudice to the maximum limit, in the case of:

  • new businesses, to be established within 60 days of the granting of the contribution;
  • already established businesses predominantly owned by young people and/or women.

Duration
The maximum expected duration is 18 months for each admitted project, starting from the date of acceptance of the admission provision and, in any case, all projects must be completed by 31 December 2025.

Eligible expenses
Expenses, net of VAT, incurred directly by the implementing entities starting from the day following the date of submission of the application, concerning the following investment items are eligible:

a) plants, machinery, equipment, furnishings and movable vehicles, the latter admissible provided they are strictly necessary and connected to the production cycle or provision of services;

b) intangible assets with multi-year usefulness, limited to computer programs, patents, licenses and trademarks, as well as certifications, related to the initiative to be implemented. These expenses must be supported by a specific sworn appraisal, issued by a qualified technician registered with the reference body having specific and documented skills in the relevant sector of the expense. The appraisal must contain all the information necessary to quantify the cost incurred for the multi-year assets subject to financing and
certify the adequacy of the price;

c) masonry works up to the maximum limit of 40% of the eligible expenditure initiative, for the adaptation to the conditions necessary for the realization of the proposed and financed investment, of the operational headquarters of the implementing entities. The general service systems for the property also fall within the masonry works, except in the case of those strictly functional to achieving the objectives of the subsidized initiative included in letter a).

d) working capital, up to a maximum limit of 20% of eligible expenditure:

to. raw materials, consumables, semi-finished and finished products connected to the production process;

b. utilities relating to the local units subject to the entrepreneurial investment initiative;

c. rental fees relating to the local units covered by the entrepreneurial initiative; d. provision of services connected to the subsidized activity;
And. cost of employee labor to be hired following the realization of the entrepreneurial initiative which does not benefit from other benefits.

The entrepreneurial initiative may be created and localized in reference to one or more local units located in the historic municipalities/villages assigned resources for local cultural and social regeneration projects.
