The new desk for submitting applications under the Development Contracts facilitation instrument is dedicated to development programs consistent with the purposes of the M2C2 Measure - Investment 5.1 "Development of international, industrial and research and development leadership in the field of renewables and batteries" of the PNRR and Measure M1C2 - Investment 7, sub-investment 1 of the same PNRR aimed at encouraging private investments and improving access to financing in the sectors of energy efficiency, renewable production for self-consumption and sustainable transformation of the production process, in the part in which the strengthening of the production chains of devices useful for the ecological transition is supported. The Development Contracts must have as their object the creation, on the initiative of one or more companies, of an industrial development program or a development program for environmental protection, for the implementation of which one or more investment projects and possibly research, development and innovation projects, closely connected and functional to each other with a view to strengthening the production chains of devices useful for the ecological transition. By devices useful for the ecological transition we mean: a) batteries; b) solar panels; c) wind turbines; d) heat pumps; e) electrolysers; f) devices for the capture and storage of carbon (CCUS). The development programs may also concern: - the production of key components (reported in annex no. 1 to the directorial decree of 14 June 2024) and of the machinery and equipment involved in the production of devices useful for the ecological transition; - the recovery of critical raw materials (listed in annex no. 2 to the aforementioned decree) necessary for the production of the above devices and the related key components. Furthermore, development programs must concern projects capable of determining additional production or recovery capacity compared to the existing one. The initial deadline for submitting applications under this facilitation desk is set at 12.00 on 27 June 2024. This desk is open: a) to new Development Contract applications; b) upon submission of a specific request by the proposing party, to Development Contract applications already submitted to the Agency whose facilitation process is, at the date of the aforementioned request, suspended due to lack of financial resources. The aforementioned requests must contain the elements necessary to allow the Agency to ascertain the possession of all the requirements established by the directorial decree of 14 June 2024. The financial resources allocated to this desk, net of the compensation due to the Agency, are equal to total euro 1,738,770,155.00. These resources are divided as follows: a) 1,225,000,000.00 euros from the allocation referred to in Measure M1C2 - Investment 7, sub-investment 1 of the PNRR; b) 513,770,155.00 euros from the allocation referred to in Measure M2C2 - Investment 5.1 of the PNRR, with the following breakdown: b.1) 308,620,842.00 euros for the development of photovoltaic and wind power technologies; b.2) 205,149,313.00 euros for the development of the battery sector. 

Who is it aimed at?

Companies of any size that intend to implement industrial development or environmental protection programs for the implementation of which require one or more investment projects and possibly research, development and innovation projects, which are closely connected and functional to each other, can benefit from the benefits. with a view to strengthening the production chains of devices useful for the ecological transition. The aforementioned programs can also be implemented jointly through the use of the network contract instrument. 

What does it predict

Financial benefits can be granted in the following forms, even in combination with each other: • subsidized financing; • interest contribution; • plant contribution; • direct contribution to expenditure. The benefits may be granted pursuant to and within the limits of the provisions of the decree of 9 December 2014 and, in particular: a) in compliance with the provisions of article 16 or article 30 of the decree of 9 December 2014 with regard to projects the investment referred to in article 3, paragraphs 1 and 2 of the directorial decree of 14 June 2024; b) in compliance with the provisions of article 23 of the decree of 9 December 2014 with regard to any research, development and innovation projects. Upon request of the company and in relation to each investment project that makes up the development program, the benefits can be granted pursuant to and within the limits of the provisions of Title III of the ministerial decree of 14 September 2023 and the related "RRF - TCTF: Interventions to support investments in strategic sectors for the transition towards a net zero emissions economy” (SA.112546 (2023/N) – Italy).
