Intervention 16.6.1 is aimed at supporting the establishment of aggregations between producers of forestry or agricultural biomass, companies using and transforming biomass for energy use, in order to establish vertical supply chains capable of valorising local resources. The intervention contributes to the pursuit of the objectives of the Focus Area 5C "Promote the supply and use of renewable energy sources, by-products, waste materials, residues and other non-food raw materials for the purposes of the bioeconomy".

Who is it aimed at?

The beneficiaries of this Public Notice, falling within the definition of small and medium-sized enterprises pursuant to Annex I of Commission Regulation (EU) no. 702/2014 (SMEs), are aggregations between public and/or private entities established for the creation of vertical supply chains aimed at the use of biomass coming from the agricultural and/or forestry sector. The aggregations must include two or more entities representing the following categories: a) biomass producers; b) forestry companies and/or contractors; c) entities that carry out the transformation (e.g. pellets, wood chips, firewood, briquettes). ), also aimed directly at energy purposes, of the material of which the producers guarantee the supply; d) subjects who coordinate the organization activity (including animation activity) and management of the supply chain; e) subjects who deal with the energy marketing; 2f) entities that provide technical support; g) entities that provide the update service to operators in the supply chain. The subjects of the categories referred to in points a), b) and c) must have an operational headquarters located in the territory of the Umbria region. Aggregations can be established both in a form with legal personality (for example Consortia and Associations) and in a contractual form (other associative forms, for example Temporary Associations and Partnership Agreements).

What does it predict

The rate of support is equal to 100% of the expenditure recognized as eligible for: - establishment of the aggregate entity; - drafting of the Activity Plan; - initial animation costs; - subsequent promotional activity. For expenses relating to the start-up and operation of the cooperation activity, the following aid rates are envisaged: - 80% of the costs incurred in the first year of operation; - 60% of the costs incurred in the second year of operation; - 40 % of costs incurred in the third year of operation. The eligible expenditure, per single application, cannot exceed €500,000.00 (VAT included).
