The announcement regulates the methods of granting and disbursement of the facilities provided by the Fund for sustainable growth, aimed at supporting industrial research projects and experimental development considered strategic for the production system. The projects must be in line with the technological sectors covered by the Step regulation .
Who is it aimed at?
Companies of any size with at least two financial statements approved at the time of submitting the application for concessions and specifically:
- companies that carry out industrial activities aimed at the production of goods or services and transport activities on the ground, for water or air, including artisan companies;
- agro-industrial companies that mainly carry out industrial activities;
- Research centers.
The following subjects can be co-planning of a joint project:
- research bodies;
- agricultural enterprises;
- companies that carry out auxiliary activities for the activities indicated above.
For the purposes of accessing the aforementioned reserve, the subjects that propose a research and development project in joint form must all belong to the category of SMEs, with the exception of the research bodies, or must carry out the project through the use of the contract tool net. Research and development projects must be carried out in collaborative form, according to an alternative one of the following ways:
- Project carried out jointly, which provides: a maximum of three proposing subjects, including the leading company; at least one micro, small or medium enterprise among the proposing subjects; that each of the proposing subjects support at least 10% of the eligible costs; the use of the network contract tool or other contractual forms of collaboration;
- Project created by a micro, small or medium -sized or a small medium -capitalization company, which provides for the participation of one or more subjects outside the company, independent of the same, which contribute to the activities of the project through research services, services of Consultancy to research and development and/or contractual research, whose value is at least 10 percent of the total eligible costs of the project.
What does it predict
The concessions are granted to beneficiary companies in the following forms, in competition between them:
Subsidized loan , for a nominal percentage equal to 50% of the costs and eligible costs; The subsidized loan has a duration between one and eight years of age, over a period of pre -amortization up to the completion of the project and, in any case, within the maximum limit of three years starting from the date of the concession decree.
Lost contribution , for a nominal percentage of costs and admissible expenses articulated as follows:
– 35% for small businesses;
– 30% for medium-sized companies;
– 25% for large companies.
For research bodies, the facilities are granted in the form of direct contribution to the expenditure, for a percentage equal to 60% of the costs and expenses eligible for industrial research activities and equal to 40% of the costs and eligible expenses of experimental development .
