The Decree of the President of the Council of Ministers which distributes the 'Support Fund for marginal municipalities' for the years 2021-2023 was published in the Official Journal on 14 December 2021. The fund has a total of 180 million euros assigned to 1,187 municipalities, selected for their particularly disadvantaged conditions, with a negative population growth rate in both the long and short term, social and material vulnerability index (IVSM) above average and with a lower than average income level of the resident population.
Who is it aimed at?
The establishment of the fund was arranged with the aim of promoting social cohesion and economic development in the Municipalities particularly affected by the phenomenon of depopulation and for which there are significant lacks of attractiveness due to the reduced offer of material and immaterial services to people and economic activities, respecting complementarity with the national strategy for internal areas. The Decree identifies 1,101 municipalities in the South, which will receive over 171 million euros (95.2% of the total), 52 municipalities in central Italy (for 5.5 million euros) and 34 in the North (3.1 million of euros). The notice in question is addressed to the Municipality of Baia and Latina.
What does it predict
The resources can be used for three categories of interventions in territories subject to depopulation: - adaptation of municipal properties to be granted on free loan for the opening of commercial, artisanal or professional activities; - granting of contributions for the start-up of commercial, artisanal and agricultural activities; - granting of contributions in favor of those who transfer their residence and habitual residence to the municipalities of the internal areas, as a contribution towards the costs of purchasing and renovating the property (maximum 5,000 euros per beneficiary).
