The Support Fund for marginal municipalities is aimed at promoting social cohesion and economic development in municipalities particularly affected by the phenomenon of depopulation and for which there are significant lacks of attractiveness due to the reduced offer of tangible and intangible services to people and activities ' economic, respecting complementarity with the national strategy for internal areas.
Who is it aimed at?
Those in possession of the following requirements can benefit from the contribution for the start-up of commercial, artisanal and agricultural activities: - Small and medium-sized enterprises (SMEs) as defined in Annex I of Regulation (EU) no. 651/2014 (and subsequent amendments) or natural or legal persons who undertake a new economic activity in the Municipality of Villafranca Sicula and intend to keep it in operation for at least 5 years from the date of declaration of the start of the activity. Existing businesses that start a new economic activity in the municipal area with a new ateco code can also benefit from the resources. Financing cannot be provided to economic activities already established in the territory of the municipality which simply transfer their headquarters to the same municipal territory; – Subjects not subject to the interdictory sanction referred to in article 9, paragraph 2, letter c) of legislative decree 8 June 2001, n. 231 or other sanction which entails the prohibition of contracting with the public administration, including the disqualification measures referred to in article 14 of the legislative decree of 9 April 2008, n. 81; they are not in difficulty according to the definition set out in the art. 2 par. 18 of Regulation (EU) no. 651/2014 (and subsequent amendments); – activities duly established and registered in the business register; – activities not in a state of liquidation, bankruptcy or composition with creditors.
What does it predict
a) MACHINERY, SYSTEMS, EQUIPMENT, new or almost new, including those necessary for the management activity of the proposer and excluding those relating to the representation activity; mobile vehicles, individually identifiable and exclusively serving the production unit covered by the concessions, strictly necessary for the production cycle; technological instrumentation aimed at implementing work in smart working mode; machinery and equipment aimed at carrying out sanitation and sanitization interventions in working environments and those relating to the introduction of new methods of work organization in production sites and/or in external relations, aimed at reducing the impact of Covid-19. The production cycle is to be understood in the broadest sense, not limited to the production phase tout court but also inherent to the upstream and downstream phases of the same; b) MASONRY AND SYSTEM WORKS, strictly necessary for the installation and connection of the acquired machinery and new production plants, as well as construction and plant works connected to the introduction of new ways of organizing work (including smart working) and/or aimed at ensuring compliance with safety and social distancing measures in the workplaces and places of production and/or in external relations aimed at reducing the impact of Covid-19; c) IT PROGRAMS, commensurate with the production and management needs of the proponent; d) CONSULTANCY SERVICES and equivalent used exclusively for the purpose of carrying out the investment project . Consulting services must necessarily be acquired from external sources. These expenses are allowed within the limit of 20% of the eligible investment of the entire project; e) INSURANCE POLICIES. These expenses are allowed within the limit of 10% of the eligible investment of the entire project;
