Non-repayable financing in favor of companies operating in the publishing sector, both paper and digital, radio broadcasters and television broadcasters

Granting of non-repayable contributions in favor of companies and associations operating in the publishing sector, both paper and digital, radio broadcasters and television broadcasters operating in Sicily.

Eligible Subjects

The recipients of the measure are companies and associations operating in the publishing sector, both paper and digital, radio broadcasters and television broadcasters.

The eligibility requirements are:

1. The establishment and, where applicable, the registration, with a start date prior to 1 January 2022, in the relevant sections of the Company Register established at the territorially competent Chamber of Commerce;
2. The production of a regional news program on Sicily from at least 1 January 2022 and confirmed on the date of submission of the facilitation application. By regional news we mean that a specific sector of the information produced must be dedicated to
   facts, news and opinions relating to Sicily;
3. have journalists contracted with one of the current National Journalistic Work Contracts, a condition which constitutes a preferential qualification for having access to the benefits. Operators can access the benefits, albeit to a limited extent
   who have a collaborator active in the territory of the Region since at least 1 January 2022, even if not contractualized with one of the National Journalistic Work Contracts in force and confirmed on the date of submission of the request for relief;
4. the registration of one's newspaper with the relevant Court or, if exempt, registration with the ROC - Register of Communications Operators;
5. Have a responsible director registered with the Journalists' Association;
6. Have its registered office and/or operational headquarters in Sicily;
7. Have produced, during the year 2022:
   a) In the case of paper publishing initiatives, if daily, at least 180 daily editions or, if of different periodicity, at least four issues;
   b) In the case of online editorial initiatives, radio broadcasters and television broadcasters, news for at least 90 days.

What it finances

The contribution is paid to all applicants who meet the eligibility requirements, in compliance with the required conditions.

Parameters for determining the extent of the relief:

– Number of journalists contracted by CNLG, and, to a lesser extent, number of collaborators (collaborator meaning a person having an employment relationship and/or continuous professional collaboration with the requesting company, with a place of work assigned in the territory of the region Sicily);

– Dissemination data (Ads, Audipress, Audiweb, TER, Google Analytics), referring to the year 2022; exclusively for subjects belonging to the Television Broadcasters category, the diffusion data are not relevant for the purposes of determining the score for the preparation of the final ranking and therefore, the score attributed in relation to this indicator and for the aforementioned category will be equal to zero. For subjects belonging to the category
For online editorial initiatives, the number of "Page views" detected by the Google Analytics report will be taken into consideration. For subjects belonging to the categories of paper newspapers and paper editorial initiatives of different periodicity, the value corresponding to the circulation data of the Ads prospectus will be taken into consideration. For subjects belonging to the Radio Broadcasters category, the diffusion data published by TER relating to the year 2022 will be taken into consideration.

– For companies operating in the paper publishing sector: number of Sicilian provinces in which editorial products are distributed;

– For companies operating in the online publishing sector: number of Sicilian provinces in relation to which information services are provided;

– For companies operating in the radio sector: preferentially, number of provinces covered in FM.

Facilitation

The financial endowment is equal to 2,200,000.00 euros (two million two hundred thousand), including commissions and expenses borne by the Fund and is intended for:

– to paper newspapers in the amount of 2% (44,000.00 euros);

– to paper editorial initiatives of different periodicity in the amount of 4% (88,000.00 euros);

– to online editorial initiatives in the amount of 50% (1,100,000.00 euros);

– to radio broadcasters in the amount of 12% (264,000.00 euros);

– to television broadcasters in the amount of 32% (704,000.00 euros).
