Promote deep energy requalification and improvement of sustainability and resilience to the effects of climate change of entire existing buildings intended for Public Housing Services (SAP), exclusively owned by ALER and the Municipalities belonging to the first five need classes ex PRERP 2014/ 2016. For the buildings subject to intervention, extraordinary maintenance, restoration or building renovation interventions must already be planned or under construction. The financed works are aimed at achieving energy and emission performance of higher standards (major 1st or 2nd level renovation). The interventions will also have the aim of improving the quality and sustainability of the building itself in order to mitigate the impacts due to the climate crisis and increase resilience and adaptive capacity. The assignment of the contribution will be subject to an evaluation procedure with a ranking announcement, based on the eligibility and evaluation criteria described in the announcement. Projects with a minimum net amount of works eligible for the tender equal to €100,000 will be eligible for the subsidy.
Who is it aimed at?
The 5 Lombardy Companies for Residential Construction (ALER) and the 133 Municipalities belonging to the first five needs classes ex PRERP 2014-2016: “Increasing”, “High”, “Critical”, “From the capital” and “Acute of Milan ” (see list of Municipalities in Attachment 6 to the notice)
What does it predict
Non-repayable contribution up to 100% of the costs for eligible works. Maximum limits are defined per beneficiary based on the number of SAP accommodations owned: ALER line (no. of accommodation) Municipality line (no. of accommodation) from 50,000 and above: €8,000,000.00 between 10,000 and 49,999: €2,100,000.00 up up to 9,999: €1,600,000.00from 700 and above: €3,000,000between 251 and 699: €1,500,000up to 250 accommodations: €350,000For the purposes of calculating the maximum for each beneficiary, the data relating to the number of accommodations will prevail owned indicated in the Annual Report to the Regional Council - Year 2021, approved with DGR n. 6825 of 2 August 2022. The benefit is paid, for each intervention, in 3 instalments: 40% in advance upon presentation of the stipulated works contract; 40% upon reporting of expenses incurred equal to at least the advance received; • 20% upon balance, upon presentation of the final report, testing and/or Certificate of Regular Execution of Works and final APE of the entire building (simulation with CENED + 2.0 procedure in the case of Energy Service).
