Things
It is a measure established by art. 20-bis of legislative decree no. 189/2016, aimed at encouraging the production recovery of companies established, at least six months before the seismic events, in the provinces of the Abruzzo, Lazio, Marche and Umbria regions in which the municipalities affected by the 2016 and 2017 earthquake are located. The criteria , the procedures and methods for granting, disbursing and controlling the contributions provided for by the facilitation measure were established with the decree of the Minister of Economic Development, in agreement with the Minister of Economy and Finance, 11 August 2017, as amended with the decree of the Minister of Economic Development, in agreement with the Minister of Economy and Finance, 6 June 2019.
Who is it aimed at?
The measure is intended for companies operating in the tourism and agritourism sector, related services, public businesses and trade and crafts and is aimed at supporting the continuation of the activity and the production recovery of companies operating in the provinces of: – Ancona-Ascoli Piceno – Fermo – L'Aquila – Macerata – Perugia – Pescara – Rieti – Teramo – Terni Companies of any size can access the measure, even if not registered in the Business Register: – with production units located in the provinces indicated (companies not registered in the Register of Companies must carry on business there), - operating in the territories of the provinces indicated before 24 February 2016 (26 April 2016 for the province of Ancona and 18 July 2016 for the province of Pescara), - operating in all sectors , with the exception of those of primary agriculture, fishing and aquaculture, if registered in the register of artisan businesses or in the sectors referred to in Annex 1 of the interministerial decree of 11 August 2017, if not registered in the register of artisan businesses ,- who have recorded a reduction in turnover of no less than 30%.
What does it predict
They consist of a capital contribution commensurate with the production costs incurred by the company in the financial years 2017 and 2018 in two consecutive financial years identified among those between the financial years 2017 and 2020 inclusive and within the maximum limits of 30% of the reduction in turnover recorded by the same business. The amount of the contribution cannot, in any case, exceed 50,000 euros for each individual company, a limit raised to 75,000 euros for companies in possession of the legality rating. The contribution is granted in compliance with the de minimis ceilings set out in Regulation (EU) no. 1407/2013, under the conditions indicated in the interministerial decree of 11 August 2017 and only for SMEs with production units located in the municipalities directly affected by the earthquake, the contribution can be granted pursuant to art. 50 of Regulation (EU) no. 651/2014 relating to aid schemes intended to compensate for the damage caused by natural disasters. The aforementioned concessions can be combined with any other public concession granted for the same production costs, within the limits of the production costs themselves pursuant to art. 8 of the Exemption Regulation.
