The Changes Program – financed by MUR on PNRR MUR M4C2 funds – Investment 1.3. Partnerships Extended to universities, research centers, businesses and funding of research projects - financed by the European Union - NextGenerationEU - within the scope of Mission 4 "Education and research" - Component 2 "From research to business" of the PNRR, promotes a scheme based on cascade financing for a total amount between 10% and 50% of the financing assigned to the PE. In particular, the Changes Program provides for the implementation of cascading calls, for an amount equal to €20,900,000, to support Fundamental Research, Industrial Research, Experimental Development and Feasibility Studies projects through the provision of appropriate funding. The objective is to reach public and private entities, external to the CHANGES Partnership, strongly interested in introducing significant innovations in relation to products, processes or services.

Eligible subjects

The subjects eligible to submit project proposals - Proposers - in response to this notice can be:

  • Research Organizations (OdR) external to the CHANGES Partnership, both public and
    private, which have their registered office and operational unit or laboratory on the
    national territory, and which are not spokes or affiliates of the CHANGES Programme;
  • Micro, Small and Medium Enterprises (MSMEs), outside the CHANGES Partnership,
  • Large Enterprises (GI), external to the CHANGES Partnership.

What it finances

The projects must be entirely carried out in the Southern regions.

The interventions must concern:

a) fundamental research;

b) applied research;

c) experimental development;

d) feasibility studies.

Eligible expenses

a) personnel costs specifically assigned to carry out the project;

b) costs for materials, equipment and licenses necessary for the implementation of the CHANGES Programme;

c) costs for specialist consultancy services,

d) indirect costs – determined on a flat rate and equal to 15% of the eligible direct costs
for personnel;

e) other types of expenses.
