With the decree of the President of the Council of Ministers of 10 August 2023, issued in concert with the Minister of Labor and Social Policies, the Minister of Enterprise and Made in Italy and the Minister of Economy and Finance, the resources were distributed of the Extraordinary Fund for Publishing for the year 2023; in particular, in order to support the demand for information, articles 5 and 6 of the aforementioned Prime Ministerial Decree have provided for a non-repayable contribution of a total of 55 million euros (of which: 10 million for art. 5 and 45 million for the 'art. 6 of the Prime Ministerial Decree of 10 August 2023), which constitutes a spending ceiling, aimed at encouraging investments aimed at technological innovation and the digital transition of newspaper and periodical publishing companies and news agencies (art. 5 of the Prime Ministerial Decree 10 August 2023) and in the radio and television publishing sector (art.6 of the Prime Ministerial Decree of 10 August 2023). The contribution is intended for companies that have made investments in innovative technologies for the technological adaptation and modernization of infrastructures and production processes, aimed at improving the quality of contents and their use by users. With a subsequent decree of the Head of the Department for Information and Publishing dated 4 July 2024, the methods for using this benefit were defined in articles 2 and 3.
Who is it aimed at?
Newspaper and periodical publishing companies and press agencies as well as radio and television broadcasting companies can benefit from the contribution. For newspaper and periodical publishing companies and press agencies (article 5, paragraph 1, of the Prime Ministerial Decree of 10 August 2023 and article 2, paragraph 1, of the decree of the Head of the Department for Information and Publishing of 4 July 2024) constitute requirements to access the contribution: a) the registered office in a State of the European Union or in the European Economic Area; b) tax residence in Italy or the presence of a permanent establishment on the national territory, to which the commercial activity can be traced back to which the benefits are related;c) the indication, in the Business Register, of the ATECO classification code as the primary and/or prevalent activity code, with the following specifications:i. for newspaper publishing companies: 58.13 (newspaper publishing);ii. for periodical publishing companies: 58.14 (publishing of magazines and periodicals);iii. for news agencies: 63.91 (activities of news agencies); d) registration in the Register of Communication Operators (ROC), established at the Communications Authority; e) regular fulfillment of contributory obligations and social security; f) not be subjected to voluntary, compulsory administrative or judicial liquidation procedures. For operators in the radio and television publishing sector (article 6, paragraph 2, letters a), b) and c), of the Prime Ministerial Decree of 10 August 2023 and article 3, paragraph 3, letters a), b) and c) of the decree of Head of the Department for Information and Publishing 4 July 2024) constitute requirements for access to the contribution: a) the registered office in a State of the European Union or in the European Economic Area; b) tax residence in Italy or the presence of a permanent establishment on the national territory, to which the commercial activity to which the benefits are related can be traced back; c) the possession of valid authorization titles, pursuant to AGCOM resolutions 353/11/CONS and 664/09/CONS for the respective areas of competence, in the period to which the measures referred to in this provision refer; d) for the subjects referred to in letters a) and b) of paragraph 3, the correct and continuous dissemination of the trademarks associated with the LCN numbers referred to you are the owner; e) for the subjects referred to in letter c) of paragraph 3, the correct and continuous dissemination of the radio programs and contents attributable to the concession and/or authorization of which you are the owner; f) for investments supported by the consortia of publishing companies referred to in the same letter c) of paragraph 3 of this article, through exclusive agent companies, the express provision in the statute of the agent company which supported the expenses; g) the regular fulfillment of the contribution obligations and social security; h) the indication, in the Business Register, of the ATECO classification code with the following specifications: i. for radio broadcasters: 60.10 (radio broadcasts);ii. for television broadcasters: 60.20 (programming activities and television broadcasts); i) not be subjected to voluntary, compulsory administrative or judicial liquidation procedures.
What does it predict
The contribution is granted in the form of reimbursement, in an amount equal to 70 percent, of the expenses incurred and documented for the implementation of the investments made in the year 2023 and declared in the application, within the limits of the respective allocations. If the total contributions requested for each of the envisaged purposes is greater than the resources respectively available, a proportional distribution will be made among the entitled subjects, pursuant to Article 7, paragraph 2, of the Prime Ministerial Decree of 10 August 2023. The contribution contributes to the training of income and, therefore, is subject to withholding tax. Newspaper and periodical publishing companies and press agencies that intend to access the contribution for the year 2023 can submit the application from 28 October 2024 (10.00 am) to 19 November 2024 (5.00 pm), through the procedure available in the area reserved on the impresainungiorno.gov.it portal, accessible by clicking on the link "Presidency of the Council of Ministers - Department for Information and Publishing" -> "Extraordinary contribution for investments in innovative technologies 2023" in the "Online services" menu , after authentication via the Public Digital Identity System (SPID), National Service Card (CNS), Electronic Identity Card (CIE). Operators in the radio and television publishing sector who intend to access the contribution for the year 2023 can submit the application from 28 October 2024 (10.00 am) to 19 November 2024 (3.00 pm), through the computerized procedure made available via the portal on the website of the Ministry of Business and Made in Italy. Applications can be submitted on the IT platform accessible at the address http://fondoeditoria.mise.gov.it which will be activated soon. For all categories, only one application per applicant company is expected to be sent. For the application methods and the documentation required for submitting the application for access to the benefit, the aforementioned decree of the Head of the Department for Information and Publishing of 4 July 2024 applies.
