With the decree of the President of the Council of Ministers of 10 August 2023, issued in concert with the Minister of Labor and Social Policies, the Minister of Enterprise and Made in Italy and the Minister of Economy and Finance, the resources were distributed of the Extraordinary Fund for Publishing for the year 2023; in particular, article 3 of the aforementioned Prime Ministerial Decree envisaged as a support measure for newspaper and periodical publishing companies an extraordinary contribution of 10 euro cents for each paper copy of newspapers and periodicals sold during the year 2022, also by subscription , on newsstands or at non-exclusive sales points, within the limit of 60 million euros which constitutes the spending ceiling. With a subsequent decree of the Head of the Department for Information and Publishing dated 4 July 2024, the methods for using this benefit were defined in article 3.
Who is it aimed at?
The contribution is recognized to publishing companies of daily newspapers and periodicals, with at least three journalists employed under a permanent journalistic employment contract and in compliance with the fulfillment of social security contributions and obligations, and who satisfy the following requirements: - Registered office in a State of the European Union or in the European Economic Area; - Fiscal residence in Italy or the presence of a permanent establishment on the national territory, to which the commercial activity to which the benefits are related can be traced back; - Indication in the business register of the ATECO classification 58.13 (edition of newspapers) or 58.14 (edition of magazines and periodicals) as primary/prevalent activity code - Registration in the Register of Communications Operators (ROC), established by the Communications Regulatory Authority. - Have at own employees at least three journalists employed with permanent journalistic employment contracts; this requirement must be met both with reference to the year 2022, in which the sales to which the contribution is related were made, and to the presentation of the application for access to the benefit; - Be up to date with the fulfillment of contributory and social security obligations ;- Not be subjected to voluntary, compulsory administrative or judicial liquidation procedures.
What does it predict
The extraordinary contribution is recognized in the amount of 10 euro cents per paper copy sold, in the year 2022, for consideration, by subscription, on newsstands or at non-exclusive sales points, within the limit of 60 million euros, for the the year 2023, which constitutes the spending ceiling. If the total contributions requested are greater than the available resources, a proportional distribution will be made among all eligible subjects. The contribution contributes to the formation of income and, therefore, is subject to withholding. Individuals who intend to access the contribution for the year 2023 can submit an application to the Department from 10:00 am on 1 October to 5:00 pm on 22 October 2024.
