Who is it aimed at?

The contribution is intended for companies of all sizes that: - have filed the financial statements for the 2022 financial year with the Business Register or tax return where there is no obligation to file the financial statements (see Circular) - have their registered office in a State member of the European Union - have operational headquarters or local units in the territories affected by the flood as identified in Annex 1 to the legislative decree of 1 June 2023, n. 61 or in Annex A to the Legislative Decree of 18 October 2023, n. 145- have:(i) an export turnover of at least 3%; or alternatively: (ii) Ateco productive code and at least 10% of its total turnover (item A1 of the income statement) achieved overall towards one or more exporting client companies with Ateco productive code, each of which directly achieves an export turnover equal to at least 3%; - have suffered material damage to assets following the flood events of May and November 2023 as ascertained by a sworn appraisal drawn up by an expert registered with a professional register/order/college have an ATECO code not included among those excluded from the Circular.

What does it predict

A non-refundable contribution is envisaged to cover material damage to assets (for example buildings, equipment, machinery, vehicles and warehouse stocks) suffered by the requesting company with a direct causal link with the flood event, as ascertained by an appraisal sworn certification issued by an expert registered in the professional register/order/college. Grantable amount - Maximum amount: €5,000,000 - The amount recognizable in relation to the damages reported in the sworn appraisal is equal to: - for uninsured goods, up to 80% of the ascertained damages - for insured goods, up to 100 % of ascertained damages excluded from insurance coverage (deductible/deductible or uninsured portion) The sum of the grant that can be granted and any contribution already granted pursuant to Operational Circulars no. 1/FPI/2023 and n.3/FPI/2023 cannot exceed the amount of 5 million euros. The contribution that can be granted cannot exceed 100% of the value of the damages estimated by the sworn appraisal. The contribution is recognized within the limits of the portion of the same damages for which there was no access to other forms of compensation from public finances, or to insurance compensation, in any form and by any person granted or paid. Disbursement of the contribution - The contribution is disbursed in a single tranche within 10 days of receiving the outcome of the resolution of the Benefits Committee Documents for requesting the contribution When submitting the application, via the SIMEST Portal, it is mandatory to upload the following documentation: VAT return 2023 (or, if not yet submitted by virtue of extensions on the submission deadlines, VAT return 2022) VAT returns of the exporting client company (in the case of access requirement via supply chain); List of exporting clients and customer register from which the sales amount for each customer in 2022 and the sales amounts and related reference invoices of the exporting customers of the exporting customer company are shown respectively (in the case of a requirement for access via the supply chain) Sworn appraisal of the damages suffered on the basis of format made available by SIMEST (see Attachments section) Declaration of the Legal Representative relating to the indication of the goods covered and not covered by insurance on the basis of the format made available by SIMEST (see Attachments section) Identity document of the expert registered in the professional register/order/college Current account contract dedicated to the loan(s) granted by SIMEST Identity document of the beneficial owner(s) DURCDumentation certifying the signature powers of the Legal Representative (statute, deed of appointment or resolution conferring powers according to the SIMEST format referred to in the Attachments section) Anti-Mafia documentation for amounts exceeding €150,000 (see Attachments section) Where applicable, Declaration certifying that the Contribution does not concern the Exclusions (see Attachments section) The application, digitally signed by the legal representative and sent via the Portal, will be admissible only if complete with all the required attachments.
