Support for economic, artisanal and commercial activities for the development of internal areas also following the economic crisis caused by the COVID-19 pandemic pursuant to the Decree of the President of the Council of Ministers of 24 September 2020 containing "Allocation, terms, access methods and reporting of contributions to the municipalities of the internal areas, from the Fund to support economic, artisanal and commercial activities for each of the years from 2020 to 2022", published in the Official Journal General Series no. 302 of 04.12.2020.
Who is it aimed at?
Economic operators who meet the following requirements can apply to access the contribution: • be qualified as a small or micro enterprise carrying out economic, artisanal and commercial activities regardless of their legal form. Agricultural entrepreneurs, without prejudice to the requirements set out in Article 4 of the Prime Ministerial Decree, may be recipients of contributions for carrying out commercial activities connected to agricultural activity; • have their operational headquarters or registered office in the territory of the municipality of Atzara at date of publication of the notice; • be regularly registered with the Chamber of Commerce competent for the territory, which shows the date of incorporation and start of activity; • be in compliance with the provisions on social insurance and social security and with payments contributions, as well as with compliance with the provisions relating to the safety and health of workers. In the event of non-compliance with contributions resulting from the DURC, participation in the tender will not be precluded and the Municipality of Atzara will withhold the amount corresponding to the non-compliance for the subsequent direct payment to the competent social security and insurance bodies; • not being in a state of crisis or being have been admitted to bankruptcy proceedings, compulsory administrative liquidation, voluntary liquidation, composition with creditors or in any other insolvency procedure provided for by the bankruptcy law and other special laws, nor have proceedings underway for the declaration of one of these situations;• have not reported criminal convictions and not be the recipient of measures concerning the application of prevention measures, civil decisions and administrative measures registered in the criminal record pursuant to current legislation; • not having been seriously guilty of false declarations in providing information to the public Administration and that no conviction has been pronounced against them, with a final sentence, for any crime that determines the inability to negotiate with the PA; • having totally or partially suspended their activity following the following legislative interventions: Prime Ministerial Decree 24 October 2020, 3 November 2020, 3 December 2020, DL 18 December 2020, n. 172, DL 14 January 2021, DPCM 2 March 2021, DL 22 April 2021, DL 18 May 2021. This closure will be subject to self-declaration and subjected to subsequent checks to verify its veracity.
What does it predict
The contribution will be paid to applicants in an amount corresponding to the score assigned according to the criteria set out in Annex B of the notice. The amount of the contribution paid is to be considered gross of the 4% withholding tax, pursuant to art. 28, paragraph 2, of Presidential Decree 600/1973. The applicant company can submit an application for the granting of the incentives referred to in this notice even if it benefits from other public funding or contributions (provided by the Province, Region, etc.) in accordance with the provisions of the art. 5 of the notice.
