Things

Facilitative instrument with a negotiating component aimed at the creation, on the initiative of one or more companies, the total maximum number of which cannot exceed five, of one of the following development programs: a) industrial development program; b) development program for environmental protection. Within each of these programs, the instrument can also finance research, development and innovation projects, as well as infrastructure works within the limits set by the implementing legislation. The overall amount of the eligible expenses and costs of the investments covered by the aforementioned development programmes, with the exclusion of the cost of infrastructure works if envisaged, must not be less than 20 million euros or 7.5 million euros if the program concerns exclusively processing and marketing activities of agricultural products. The industrial development program, referred to in article 5 of the ministerial decree of 9 December 2014 and subsequent amendments, must concern an entrepreneurial initiative aimed at the production of goods and/or services, for the realization of which one or more investment projects, and, possibly, research, development and innovation projects, strictly connected and functional to each other in relation to the final products and services. The development program for environmental protection, referred to in Article 6 of the same decree, must concern an entrepreneurial initiative aimed at protecting the environment, for the implementation of which one or more environmental protection projects are necessary, and, possibly , research, development and innovation projects, closely connected and functional to each other in relation to the programme's environmental protection objective. 

Who is it aimed at?

Companies of any size that intend to make large investments in the industrial, agro-industrial and environmental protection sectors. The development program can be implemented jointly, without prejudice to a total number of participating companies not exceeding five, also through the use of the network contract instrument.

What does it predict

Granting of financial benefits in the following forms, also in combination with each other: • subsidized financing; • interest contribution; • plant contribution; • direct contribution to expenditure. The use of the various forms of facilitation and their combination are defined in the negotiation phase on the basis of the characteristics of the projects and the related areas of intervention.
