As part of the facilitative instrument for development contracts, the call is aimed at supporting, through the application of the provisions set out in section 3.13 of the "Temporary framework for state aid measures to support the economy in the current COVID emergency -19”, the implementation of industrial development programs, to be carried out only in the areas of the Centre-North of the country (Regions other than those identified as “zone a” within the scope of the Charter of State Aid for regional purposes in force), concerning the following strategic production chains: – aerospace and aeronautics; – design, fashion and furniture; – metal and electromechanics; – chemical and pharmaceutical; – rubber and plastic; – food, with reference only to activities not falling within the scope of the transformation and marketing of agricultural products.
Who is it aimed at?
Companies of any size that intend to implement industrial development programs within the aforementioned supply chains in the central-northern areas of the country. These programs can be implemented: - by multiple companies operating in the reference chain, provided that the individual investment projects are strictly connected and functional to the creation, development or strengthening of the chain itself; - by a single company, provided that the development program presents strong elements of integration with the supply chain to which it belongs and is capable of producing positive effects, in terms of development and strengthening, also on other actors in the supply chain not participating in the development programme, with particular reference to small and medium size.
What does it predict
The granting of concessions is foreseen only in the form of the contribution towards the installations account and the direct contribution to expenses. The tender operates according to a ranking evaluation procedure based on the scores attributed to the following criteria: – positive impact on employment; – innovativeness of the development program; – involvement of small and medium-sized enterprises in the development program. The overall score obtained can then be increased - up to a maximum of 10% - if the companies are in possession, at the date of submission of the application: - of the legality rating (5%); – at least one environmental certification (EMAS, ISO 14001, ISO 50001) (5%). The granting of the benefits must take place within the final deadline of validity of section 3.13 of the Temporary Framework for state aid measures to support the economy in the current COVID-19 emergency", i.e. 31 December 2023.
