The measures adopted are in favor of local businesses, in the form of non-repayable contributions, with particular attention to the activities most penalized by the Covid-19 emergency. (Dpcm 24 September 2020).
Who is it aimed at?
Companies can submit an application and access the contribution: - having the definition of small and micro enterprises, according to EU rules, implemented in Italy with the Ministerial Decree of 18 April 2005; - which carry out activities in the craft and trade sector; - having operational headquarters in the Municipality of Sant'Agata Feltria (in the case of commercial activities in a public area, only the registered office is required in the Municipality of Sant'Agata Feltria); - duly established and registered in the business register; - active both on the date of expiry of the notice that on the date of payment of the contribution, as well as continuing its activity for at least six months from the date of payment under penalty of total revocation of the contribution itself; - who are not in a state of liquidation or bankruptcy and are not subject to bankruptcy and composition with creditors; - who have not received for the same year, following the Covid-19 emergency, other contributions or subsidies from the Municipal Administration of Sant'Agata Feltria, with the exception of the reduction of the waste tariff (Tari ) and to the exemption/reduction of the fee for the occupation of public land (ex Tosap); - who do not have criminal convictions and are not the recipients of provisions regarding the application of prevention measures; - who have not committed serious guilty of false declarations in providing information to the Public Administration and for which no conviction has been pronounced against them, with a final sentence, for any crime which determines the inability to contract with the Public Administration; - agricultural companies, without prejudice to the requirements referred to in the previous points, exclusively for carrying out commercial activities connected to agricultural activity; - in possession of a valid Single Contribution Regularity Document; - in compliance with the limits imposed by the (EU) Regulation n. 1407/2013 De Minimis and not having benefited from aid pursuant to art. 54 and following of Legislative Decree 34/2020 in an amount exceeding Euro 800,000.00 (general ceiling), including the subsidy requested from the Municipality; - who have recorded a decrease in turnover in 2021 compared to 2019 (reference period 01/ 01/2021-31/12/2021 compared to 01/01/2019-31/12/2019) The following are EXCLUDED from participation in this announcement: - anyone who does not possess even one of the above requirements; - the following economic/economic categories productive: - financial and insurance activities - agricultural businesses, without prejudice to the above - companies extracting minerals from quarries and mines - the tobacco industries - activities linked to oil refining - wholesale trade and trade intermediaries ( all activities falling within the Ateco division 46) - pharmacies - fuel plants - postal services and courier activities - telecommunications - real estate activities - law and accounting firms - professional, scientific and technical activities - management and management consultancy activities - agencies in the sector advertising and market research - employment agencies and any other personnel research, selection and supply activity - surveillance and investigation - medical and dental practices - residential care facilities for the elderly and disabled - gaming rooms, gold buying, call centers and internet point - recreational or cultural activities and sports associations - activities connected to lotteries and betting - forestry and other forestry activities, including those for the use of forest areas - subjects who have already received for the same year, following the Covid-19 emergency, other contributions or subsidies from the Municipal Administration of Sant'Agata Feltria, with the exception of the reduction of the waste tariff (Tari) and the exemption/reduction of the fee for the occupation of public land (formerly Tosap) ;
What does it predict
The overall contribution will be paid up to a maximum of Euro 3,000.00 for each applicant company. The contribution will be paid to companies based on the attribution of a score and drawing up a ranking, according to the following criteria: - Loss of turnover: a) companies that recorded a contraction in turnover of less than 20% in 2021 compared to 2019 will be assigned one point for each percentage point of loss, therefore, up to a maximum of 19.9 points; The application must be received by 1pm on Saturday 4 November 2023 (under penalty of exclusion) via certified email (PEC) , to the following address: comunesantagatafeltria@legalmail.it reporting in the subject of the PEC the words "REQUEST FOR NON-REFUNDABLE CONTRIBUTION TO SUPPORT ECONOMIC ACTIVITIES. ANNUALITY 2021”. No other methods of submitting the contribution application are permitted. b) companies that have recorded a contraction in turnover of more than or equal to 20% in 2021 compared to 2019 will be assigned, in addition to the maximum score referred to in paragraph a), one point and a half for each percentage point of loss greater than or equal to 20%; (for example: company A with a turnover reduction of 15.6% will obtain 15.6 points; company B with a turnover reduction of 32.4% will obtain 19.9+12, 5×1.5=38.65 points) - use of the premises where the activity is carried out for consideration or rental of the premises, mortgage loan taken out in conjunction with the purchase of the property instrumental to the exercise of the economic activity by of the person requesting the contribution; Points +4- free use of the premises where the activity takes place (for example: ownership, loan, etc.); Points +1- female and/or youth entrepreneurship (legal representative of the female gender and/or age of the legal representative under 40) on the date of submission of the contribution request; Points +1 - number of employees, regularly hired, assigned to the operational unit; from 1 to 3 employees Points +3 – from 4 to 6 employees Points +5 – More than 7 employees Points +7- having taken advantage of the option granted by Legislative Decree 19/05/2020, n. 34, to benefit from the extension of free public land for public businesses; Points -1
