Agrivoltaic Notice: Construction of Agrivoltaic Systems on Agricultural Land

What you need to know

As part of the PNRR, the MITE has provided a non-repayable contribution and an incentive tariff for the construction of agrivoltaic systems to be installed on agricultural land, through the implementation of hybrid agriculture-energy production systems, which do not compromise the use of the
land dedicated to agriculture. The expected allocation is 1.1 BILLION for the years 2022-2023. The final objective of the measure is to promote
the installation of photovoltaic panels with a new generation capacity of 1.04 GW from solar energy.

Beneficiary

  • agricultural entrepreneurs in individual or corporate form, including cooperatives, agricultural companies, as well as consortia established between two or more agricultural entrepreneurs
    and/or agricultural companies, agricultural entrepreneurs, including agricultural cooperatives and cooperatives or their consortia and temporary associations of agricultural businesses;
  • temporary business associations that include at least one agricultural business;
  • businesses not in difficulty.

Eligible interventions

  • Within the limit of the quota of 300 MW, agrivoltaic systems with power up to 1 MW for agricultural entrepreneurs;
  • Within the limit of the quota of 740 MW, agrivoltaic systems of any power for agricultural entrepreneurs and temporary associations of
    businesses.

The plants must enter into operation within eighteen months from the date of communication of the outcome of the procedure and in any case no later than 3 June 2026.

Eligible expenses
Financing of agrivoltaic systems that meet the following minimum requirements is envisaged:

  • the nominal power of the system is greater than 300 kW;
  • the minimum surface area intended for agricultural activity is equal to at least 70% of the plot subject to intervention;
  • the total surface area of the modules compared to the total surface area occupied by the agrivoltaic system is not more than 40%;
  • the minimum height of the modules above the ground must allow the continuity of agricultural activities even under the photovoltaic modules;

For the construction of agrivoltaic systems, the following expenses are considered eligible, up to a maximum of €1,500/kWp:

a) construction of advanced agrivoltaic systems, supply and installation of storage systems, equipment for the monitoring system;

b) connection to the national electricity grid, construction works, purchase, transport and installation of machinery, systems and hardware and software equipment, including costs for their installation and commissioning;

c) perfectibility studies, designs, geological and geotechnical investigations, works management, safety, daily assistance and work accounting, technical and technical-administrative testing, consultancy and technical-administrative support.

Facilitation

  • Non-repayable contribution up to a maximum of 40% of eligible costs;
  • An incentive tariff applied to the production of net electricity fed into the grid;
