The "Microcredit" measure, aimed at SMEs and self-employed workers with individual VAT numbers not registered in the Business Register, is aimed at facilitating the promotion of business start-ups with the direct involvement of the microcredit operators registered in the list referred to in to article 111 of Legislative Decree of 1 September 1993, n. 385 (Consolidated law on banking and credit matters) and subsequent amendments and agreements with the Lombardy Region.
Who is it aimed at?
a) SMEs as defined in Annex 1 of Regulation (EU) no. 651/2014, duly established, registered and active for a maximum of 5 years in the Company Register and with an office subject to the intervention in Lombardy at the time of submission of the application for participation and which comply with the requirements of Ministerial Decree 176/2014 and smib) self-employed workers with an active individual VAT number not registered in the Company Register, who declared the start of business a maximum of 5 years ago on the date of submission of the application to one of the local offices of the Revenue Agency or to a provincial value added tax office of the same Agency, have tax domicile in Lombardy and comply with the requirements of Ministerial Decree 176/2014 and subsequent amendments.
What does it predict
The benefit is configured as a regional loan with a nominal rate of zero, aimed at supporting 40% of eligible expenses, combined with a loan granted by a microcredit operator at a market rate, aimed at supporting the remaining 60%. It is foreseen the partial remission of the portion of the loan granted by the Lombardy Region (so-called capital rebate), reducing the last installments for a maximum amount equal to 50% of the principal portion of the regional loan upon the occurrence of the following conditions: a. the managing body has concluded positively, or with redetermination of the Facility, the verification of the documentation presented when requesting disbursement of the balance of the Co-financing; b. the beneficiary has reimbursed the Lombardy Region at least 50% of the principal amount of the regional financing granted and disbursed; c. the beneficiary is up to date with payments to the microcredit operator as per the repayment plan in force from time to time.
