The incentive consists of start-up aid in favor of Producers' Organizations (PO) and Consortia for the protection of production with a mark of origin and aims to encourage the associative phenomenon, with the objectives of: - achieving a greater concentration of offer; - adapt production to the needs of the market and consumers; - enhance the agri-food supply chains that deal with products with the DOP/PGI community mark.
Who is it aimed at?
The following entities can benefit from the aid: a) Producer organizations (PO), officially recognized by law by the regional administration, active in the agricultural sector, in particular in primary agricultural production, in the processing of agricultural products and in the marketing of agricultural products, and which satisfy the conditions indicated in the art. 19 of Commission Regulation (EU) n.2472/2022; POs that have an application for recognition under investigation can also submit the aid application; in this case, definitive admissibility and consequent granting of support will take place following a positive conclusion of the recognition process. The aid must be limited to producer organizations that fall within the definition of 'micro, small and medium-sized enterprises' (SMEs). Start-up aid for producer organizations falls within the scope of Regulation (EU) No. 2022/2472, as they are implemented in compliance with all the conditions referred to in Chapter I, as well as the specific conditions for the relevant category of aid referred to in Article 19 of the same regulation.b) Consortia for the protection of production with the PDO mark /PGI officially appointed by the competent Ministry to supervise the use of the origin mark. Aid to protection consortia is granted pursuant to Regulation (EU) no. 1407/2013, relating to the application of articles 107 and 108 of the Treaty on the Functioning of the European Union to “de minimis” aid.
What does it predict
Only producer organizations and protection consortia which have been officially recognized and which present a start-up business plan are authorized to grant aid. The regional administration provides temporary and decreasing aid to cover the administrative start-up costs. The aid is paid in the form of lump sum aid paid in annual installments in the first five years starting from the date of official recognition by the competent authority of the Member State. – For producer organisations, the aid is provided in accordance with art. 19 of Reg. (EU) n. 2472/2022.- For Consortia for the protection of production with the mark of origin, the aid is paid pursuant to Regulation (EU) no. 1407/2013 on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to 'de minimis' aid.
