MAD Management Advisor – Planning, Innovation and Subsidized Finance

The 135 million euro call represents an extraordinary opportunity for the relaunch of Sicilian tourism, in line with the three-year tourism development program 2024-2026 approved by the regional council. We analyze in detail how to access these FSC 2021-2027 funds, intended for the strengthening of the competitiveness of tourist companies through investments for modernization, digitization and environmental sustainability.

Focus on the evaluation grid : we examine the criteria that determine the score of applications, with particular attention to letter F that assigns additional points for location in areas with tourist marginalities, rural areas and minor islands. We explain how to correctly calculate these scores using the "Calculation of simplified scores_giUgno 2025" file to maximize the possibilities of success.

Aid and intensity regime : we compare the two available options - the exemption regime (EU Regulation 651/2014) with contributions of up to 3.5 million euros and intensity from 40% to 60% depending on the company size, and the de minimis regime with contributions up to 300,000 euros but intensity of 80%. 70% of the funds are intended for the exemption regime, 30% at de minimis.

Eligible interventions and expenses : from the construction of new structures to the modernization of existing ones, from the recovery of abandoned properties to investments for digitization. Particular attention to energy efficiency interventions and redevelopment works that do not involve consumption of soil again, in line with the principles of "do no significant harm".

Timing and operating methods : Applications are presented from 15 July to 15 October 2025 exclusively through the IRFIS platform. Investments must be completed within 24 months of the concession, with the possibility of extension of 6 months, but in any case by 30 September 2028.

Winning strategy : how to build a design proposal that intercepts the objectives of the three -year program - decreased, diversification of the offer, environmental and digital sustainability, enhancement of the internal areas. The importance of the regional technical report and banking documentation to demonstrate the financial coverage capacity.
